As products and business models evolve, regulators must increasingly adapt to changing regulatory needs. This session will examine challenges spanning chemicals, cosmetics and therapeutic goods regulation, how regulatory frameworks interact in practice, and opportunities to improve coordination, proportionality and regulatory effectiveness across the broader system, while maintaining strong public health protections.

Industry keynote

Nick joined Unilever in 2003 as a Graduate on the Unilever Future Leaders Program and now oversees Unilever's operations as CEO in Australia, New Zealand & Malaysia. In his tenure, he has undertaken a variety of leadership roles, predominantly within General Management & Customer Development. His extensive experience has equipped him with a deep understanding of both developed and developing markets, having spent time in China and South Africa in prior roles. His diverse background allows Nick to bring a unique perspective, ensuring Unilever remains competitive and innovative across different regions.

Nick has a particular passion for building meaningful long-term partnerships with customers. He believes strong relationships are the foundation of a successful business and is dedicated to investing in brands to ensure Unilever consistently drives category growth through impactful market development. His strategic vision and commitment to excellence have been instrumental in positioning Unilever as a leader in the industry.

Anna leads GRACosway's Canberra office and is a Director in the Public Affairs practice, bringing over 15 years of experience across senior corporate, public sector, and non-profit leadership roles. She works with global corporations, ASX-listed entities, and domestic market leaders to advance their commercial objectives in the Australian policy context.

Anna provides strategic counsel to clients navigating an increasingly complex political and parliamentary environment and routinely prepares senior leadership for appearances before parliamentary committees and inquiries. Within the firm, she manages a portfolio that spans a dynamic cross-section of the economy, encompassing frontier technology, health and social services, energy transition, critical infrastructure, mass consumer retail, and systemic financial institutions.

Anna served on the national committee of the Australian Professional Government Relations Association, including as Vice President.

Chris Bedford

First Assistant Secretary, Regulatory Practice & Support Division | Health Products Regulation Group, Department of Health, Disability and Ageing

Government presentation

Chris Bedford has worked in the Department of Health and Aged Care for more than 20 years and is currently leading the Regulatory Practice and Support Division (RPSD) within the Health Products Regulation Group (HPRG). In this role he is responsible for overseeing a diverse range of policy and enabling services, compliance and enforcement, and digital transformation. Under Chris’ leadership, the division’s key focus areas include implementing the vaping reforms, strengthening regulatory compliance, leading TGA and ODC through digital transformation, ensuring a contemporary National Gene Technology Scheme, and continually striving for service delivery excellence across all business functions and improved engagement with stakeholders.

Prior to joining HPRG, Chris worked in primary care policy leading the development of the urgent care clinics, strengthening Medicare GP grants, after-hours access and other priorities including wound management, HealthDirect, and rare diseases. He has also worked in many other areas of the department, including COVID response, mental health, primary health networks, international strategies, pharmaceuticals, medical benefits, and aged care.
